This foundational phase of He Ara Mārama establishes the kaupapa, relationships, and credibility required to guide a multi-phase research programme focused on ADHD in Māori adulthood. ADHD remains significantly under-researched among Māori, particularly beyond childhood (Rangiwai, 2024; Tipene, 2023). 

This phase involves a comprehensive literature review, hui with Māori stakeholders, and the co-development of a Kaupapa Māori research framework and ethical approach. Grounded in Māori values and ways of working, the research centres Māori lived experience and perspectives on neurodiversity, ensuring relevance, integrity, and meaningful impact for whānau and communities.
